Short films In Competition – Regulations 2025

Article 1

The purpose of the Association Française du Festival International du Film, known as the Festival de Cannes, in a spirit of international friendship and cooperation, is to reveal and showcase high-quality works in order to contribute to the evolution of cinematic art and to promote the development of the audiovisual industry around the world.

Article 2

Every year, the Association Française du Festival International du Film has a short film competition in order to award a Palme d’or.

To organise it, it has sole discretion in the choosing of the short films that will be screened in the Official Selection.

Article 3

To be chosen and invited to be a part of the Official Selection, short films must meet the following criteria:

  • have been made in the twelve months preceding the Festival de Cannes;
  • not have been screened elsewhere than their home country;
  • not have been presented in another international film festival. If the short film has featured in an international selection (whether competitive or not) of a festival, it is not eligible for the Festival de Cannes. A selection is international once it screens short films from different countries.
  • not have been screened on the Internet.
  • the duration of films must not exceed 15 minutes, including credits.

Article 4

In the event that your short film is selected, you will be notified before the official press conference, which takes place each year around the middle of April.

Article 5

5.1 Rights-holders who submit a short film for selection guarantee that they have the rights allowing for this film to be screened in the framework of the Festival de Cannes. Once selected, a short film cannot be withdrawn from the program by the rights-holder other than from a decision by the French courts.
The Festival shall not be held responsible in the event of a complaint from a third party. In the event of a complaint by a third party bearing on the screening of a short film in selection, the Festival de Cannes cannot judge the legitimacy of said complaint, nor withdraw the Short Film, in the absence of a decision from an enforceable judicial decision on French territory.
In the event of a rights dispute bearing on a short film selected, the rights-holders of the selected short film shall immediately provide, upon request from the Festival de Cannes, documents justifying their rights that are in question and their response to the third party who has made the complaint.

5.2 The rights holders guarantee that the short film they submit for selection has been made with respect for the integrity and dignity of all the short film’s contributors, and in compliance with legal obligations in terms of health and safety.

5.3 In the case of an exceptional event, the Festival de Cannes reserves the right, at its sole discretion, to withdraw a short film from its programming.”

Article 6

Any film chosen for the short films in competition shall promise to have appear on any publicity media – and especially the official poster of the film – the Festival de Cannes logo, as well as, if the case may be, the fact that it won the Palme d’or. Similarly, it commits to placing, at the beginning of the film, a title card where the short film’s presence in the Festival de Cannes will be mentioned.

These logos and title cards will be made available by the Festival for each short film, in the personalized My Account portal.

Article 7

The deadline to submit short films is 3rd March 2025.

A submission sheet must be filled in online before this date on the My Account portal.

Short films must be uploaded online by 7th March 2025, midnight, at the latest.

Article 8

The Association Française du Festival International du Film has the authority to settle all cases not foreseen in the present regulations.

Article 9

Participation in the Festival de Cannes implies adhering to the present regulations and prior compliance with the preselection conditions.

In the event of a disagreement on the interpretation of the regulations, the French text shall be taken as definitive.
